Small business grants in New York

New York has more open funding than most states, but much of it runs in rounds, and a round that looks current on a programme page often is not. Below is what each pays, who it rules out, the round that is genuinely open, and the date a person last checked it against the official source.

Global NY State Trade Expansion Program (STEP 14)

Open

Empire State Development, with the U.S. Small Business Administration · State

Amount
Up to $10,000
Deadline
29 Sept 2027

Up to $10,000 per funding period, combined across up to three activities a year.

STEP 14 runs 30 September 2026 to 29 September 2027. Awards are first-come, first-served until the funds are gone, so the closing date is not the real deadline.

What it funds

  • Foreign trade missions
  • International and domestic trade shows
  • Department of Commerce subscriptions
  • Foreign language translation

Who qualifies

  • For-profit business headquartered in New York with employees physically present in the state
  • Trading at least one year and in good standing with state agencies
  • Export-ready product with at least 51% United States content
  • Meets SBA size standards

Who does not qualify

  • Retail operations
  • Cannabis companies
  • Law firms, intermediaries, nonprofits and educational institutions
  • Companies recruiting foreign investment rather than exporting

How to apply

  1. Confirm your product meets the 51% US content rule
  2. Apply through the Empire State Development STEP portal
  3. Apply early in the period, because awards run until the money is spent

🪤 Round numbers move. Our own previous New York page advertised a STEP window that had closed in December 2024, and an earlier fix in this project cited STEP 13. The current round is STEP 14. Always check the round number, not just the programme name.

State match against a federal SBIR or STTR award.

  • When open: New York small businesses actively applying for, or recently awarded, a federal SBIR or STTR Phase I or Phase II award

Who does not qualify

  • Everyone, currently, because Round 5 has closed

FAQ

Common questions about New York grants

Yes, more than most states. The Global NY Grant Fund takes applications continuously and the Global NY State Trade Expansion Program is open for exporters, both from Empire State Development. The catch is that several New York programmes run in rounds, so a page can look live while no round is actually open.
STEP 14, running 30 September 2026 to 29 September 2027, with up to $10,000 per funding period across up to three activities. Awards are first-come, first-served until the money runs out, so the closing date is not the real deadline. Always check the round number rather than trusting a page that just says STEP.
Retail operations, cannabis companies, law firms, intermediaries, nonprofits and educational institutions are all excluded, as are companies recruiting foreign investment rather than exporting. Your product also needs at least 51% United States content.
Not currently. Round 5 has closed. The programme runs in rounds, so watch for a Round 6 announcement rather than assuming an active-looking programme page means it is open.
For the Global NY programmes you need to show export readiness and a credible plan for the international activity you want funded. A written plan and a forecast make that case considerably easier.
Every programme carries the date a person last confirmed it against the official source, shown on its entry. The bar at the top shows the most recent check across the whole list.

Upmetrics

Most grant applications ask for a business plan.

Summer Company wants one with a cash flow forecast. Starter Company Plus builds one into its training. Upmetrics writes both.
